The Book of Romans : Chapter 13

The False Doctrine Exposed, The Biblical Truth Realized.

Many of us are familiar with the words that Paul wrote to the Romans in Chapter 13 concerning governing authorities. We are continually reminded that we are “subject unto the higher powers” by Churches these days is seems. The end of verse two strikes fear into our hearts.. “and they that resist shall receive to themselves damnation”. “WOW”, we think.. “I definitely don’t want damnation! Thats bad!”. So we fall in line, and do as we are told. But wait.. is the WHOLE message being explained?

My goal in this post is to show to you that this is a classic misinterpretation of an entire chapter, and thus becomes 2 verses that are used to teach a false doctrine in an attempt to pacify the people. We must remember when dealing with Scripture it’s imperative to take a look at It in context of the rest of the passage.

What most don’t realize is that in this same chapter that Paul seemingly limits civil authority, he also provides attributes as to what constitutes a Biblical “higher power”. In other words: This Chapter should not only serve as guidance for the people being governed, but for the governing body as well. If we don’t hold our governing authority accountable to the Word then we suffer the consequences. It would end up looking a lot like the Babylonian exile in the Old Testament, or like the Holocaust in the 1940s. As we all know: history has a tendency to repeat itself. Let me begin with the first few verses so that we can break down this paradigm that I believe has kept us believers silent for so many years. Lets take a look..

Romans 13:1-2 (KJV)
“Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.”

Let me spend a little bit of time on these first two verses because they seem to be what’s been twisted and, again, taken out of context of the entire chapter. Paul is describing a Biblical chain of command and what it would look like. The highest governing authority would be God, and then, a government that adheres to His commands, then lastly, a people who would adhere to the governing authority that would, as cannot be forgotten, be enacting Biblical laws and following Biblical principles. Paul is basically saying that this is the type of society that will bring about love, peace and prosperity until the Second coming. He is saying later on in verse 10, “therefore love is the fulfilling of the law”. Love is the product of us learning to live like Christ. We must keep in mind the chain of command. If that chain is broken, then wouldn’t it need to be fixed? Do we obey an authority that isn’t obeying God? Ok let’s continue..

Romans 13:3-5 (KJV)
“For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil. Wherefore ye must needs be subject, not only for wrath, but also for conscience sake.”

Paul is explaining to us here what a Biblical Government system looks like. Human government has been put into place, according to verses 3 and 4, for our protection. “Rulers are not a terror to good works, but to the evil.” is a very important statement. This is describing a government that is doing what it is Biblically commanded to be doing. A governing system that has laws that are just, and are for punishment of those that do evil.

If we take a look at history we would be reminded of Hitler and Stalin and all the other corrupt governments that were evil. It’s all throughout our Bible and it’s all throughout history. People today seem to think it is inconceivable that our governing authorities would be doing evil. But where there is man there a sin nature. Where this is a sin nature there usually ends up being a door open to evil. We are reminded time and time again just as we’ll see later on in verse 11 “Awake out of sleep”. If we remain vigilant, uphold Biblical principals and keep those around us accountable for doing so, then we have nothing to worry about.

Now when this governing body steps out of line in regard to the beginning of verse 3, what would the best thing for us to do? I believe the best thing would be for the people to use the Biblical principles God gave us and remind the governing authority that its duties are the same so as to reinstate a true Romans 13 “God ordained” government. All of us, the people, and the governing authorities are all still accountable to the same biblical principals.

Romans 13:6-7 (KJV)
“For this cause pay ye tribute also: for they are God’s ministers, attending continually upon this very thing. Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.”

Once those first 5 verses are in context the rest of the chapter makes complete sense. Verses 6-7 are describing a system in which the stipulations are met by saying “for this cause”. What cause? The one Paul was referring to in verses 3-5. Being “not a terror to good works, but to the evil”, and in verse six, “for they are God’s ministers, attending continually upon this very thing”. Back up in verse three it asks, “Wilt thou then not be afraid of the power?”, referring to type of Biblical governing body thats being described. Of course we wouldn’t! If the government body is continually upholding God’s word then we have nothing to be afraid of.

Romans 13:8-10 (KJV)
“Owe no man any thing, but to love one another: for he that loveth another hath fulfilled the law. For this, Thou shalt not commit adultery, Thou shalt not kill, Thou shalt not steal, Thou shalt not bear false witness, Thou shalt not covet; and if there be any other commandment, it is briefly comprehended in this saying, namely, Thou shalt love thy neighbour as thyself. Love worketh no ill to his neighbour: therefore love is the fulfilling of the law.”

Verses 8-10 are a reminder of the commandments of God that we and our governing body are to uphold. When we uphold these commandments we are living in accordance with God’s word and it creates a Biblical relationship through the chain of command that will be unbreakable. In verses 9-10 he says, “Thou shalt love thy neighbour as thyself.. therefore love is the fulfilling of the law”. Biblical love, and Biblical principle is what this symbiotic relationship must have for us to live peacefully, according to Paul, but don’t forget that our governing authority should be striving to be the epitome of what he is describing in verses 3-4.. ”For rulers are not a terror to good works, but to the evil”.

This is a very important concept to understand because we are warned throughout the Bible of what most refer to as a “one world government”. A Topic that I am going to tackle for you soon. Continuing in Romans..

Romans 13:11-14 (KJV)
“And that, knowing the time, that now it is high time to awake out of sleep: for now is our salvation nearer than when we believed. The night is far spent, the day is at hand: let us therefore cast off the works of darkness, and let us put on the armour of light. Let us walk honestly, as in the day; not in rioting and drunkenness, not in chambering and wantonness, not in strife and envying. But put ye on the Lord Jesus Christ, and make not provision for the flesh, to fulfil the lusts thereof.”

The end of the chapter is the point that Paul is trying to get to. He is trying to tell us to remain vigilant. “Awake out of sleep” he urges us! Paul reminds us again, “The night is far spent, the day is at hand”! He reminds us to “make not provision for the flesh, to fulfil the lusts thereof.” These things are not of God, and only serve to distract us of how to live in peace and love with those around us. Biblical foundation is required for love, peace and prosperity because as verse ten stated, “Thou shalt love thy neighbour as thyself. Love worketh no ill to his neighbour: therefore love is the fulfilling of the law.”

We are vital in the process of keeping the chain of command from falling apart. This is God’s checks and balances system in effect. Paul is coming full circle to tell us that those who don’t adhere to the commandments of God could allow the Biblical chain of command to break.

Ask yourself this.. Has our chain of command been broken? If so we must remember that the devil wants to take all of us down with him, and its more important than ever to remain vigilant. Never forget that one day there will be a one world government John warns us of in the book of Revelation and in will not be of God.

Now we have a Biblically sound understanding of what governing authorities look like. We must be vigilant and truthful and understand that political dissent is not always the product of a sinful people, as our main stream media and governing body are trying to make it look. There is such a time when political dissent is considered necessary. Did Paul violate God’s principle of submission to authority when he refused to obey those who demanded that he abandon his missionary work? In-fact, Paul spent almost as much time in jail as he did out of jail. What about Jesus when he went into the temple and kicked out the money changers? Was He obeying the authorities in that matter? In Matthew 21:12 Jesus’ exact words were, “My house shall be called the house of prayer; but ye have made it a den of thieves”. We have a moral obligation to keep those in authority in check, whether they are in government or in Church.

1 Peter 5:8 (KJV)
“Be sober, be vigilant; because your adversary the devil, as a roaring lion, walketh about, seeking whom he may devour:”

Matthew 24:24 (KJV)
“For there shall arise false Christs, and false prophets, and shall shew great signs and wonders; insomuch that, if it were possible, they shall deceive the very elect.”

Remember, again, verse 3 in this chapter stated: “For rulers are not a terror to good works, but to the evil.” Can we say that about our governing body? If not.. What’s next? Either the worlds greatest Protestant Reformation style awakening by believers, demanding Biblical truth, honesty and integrity, or we run the risk of allowing a worldly, satanic governmental body to take the reins. This applies to any nation that has it’s own governing body, not those of us in America. We must always remember the Bible’s warnings of a global government, and later on we’ll see why. Christ warned us of things to come, as well as did his disciples, and for that matter let us not forget the prophecies of the Old Testament. A government that is in-fact a “terror to good works” and not to the evil is in the pipeline. It has been since the days of creation and will take it’s final form when the events of Revelation begin to take shape. Remind your pastors of this truth. Warn your loved ones so that they don’t fall victim to the false interpretation of this chapter. I will be starting a series in the near future on the book of Revelation so that we can see why Paul gave the people AND the governing authorities this message in Romans 13.

  1. You understand Romans 13 the correct way, just like the colonial preachers did during the American Revolution. If it wasn’t for them, our country would still be subjects of Great Britain today. Nicely written.

    1. Thank you so much! Yeah the preachers and believers were very familiar with the importance of Romans 13. Connecting that to the warnings is key. We were warned time and time again of things to come. A topic a plan on delving into soon!

  2. Good stuff. I have much to learn from your interpretation about how to live under government authority which is, more or less, to some degree or other, antichrist.

    “Let every soul be subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God.” (Ro 13:1 NKJV)

    The highest governing authority in the U.S. is the Constitution of the United States. Not the President. Not the Congress. Not the Sheriff or the D.A. or the Magistrate or the policeman. Not even the Supreme Court.

    “Lex Rex.” “The law is king.” “We have no king but Jesus!” These were basic principles of the American Revolution against the tyranny of a remote, unreachable and unaccountable, foreign despot.

    But we are commanded, “Do as you’re told,” which is good as far as it goes. But it goes only so far before it breaks down: “Absolute power corrupts absolutely.” We learn that our own obedience to human authority must be restrained by our obedience to the law.

    If we submit to human authority which forbids us to do what the Constitution or the U.S. Code of Laws permits us to do, then we surrender the freedom for which the Founding Fathers committed “Our lives, our fortunes, and our sacred honor.” Better that we righteously stand up for our freedoms and suffer the consequences than to grovel and kneel in slavery.

  3. Lets never forget that in a republic like USA, the people is the absolute autority after God. Thus, its not first the people that disobey the government, its first the government that disobey God’s authority, by disobeying the constitution and public laws voted by “We the people” (the american people). Your government vassals are as worst as vice-kings who betray their king, and are good for the lion pit. They should be recalled that.

    the Constitution is an evil document it put man as the highest authority not Yahweh
    it opened the door for pagans and Christ haters to be rulers and Judges
    Americans are predominantly evil election after election day vote in baby killers and supporters of the shameless perverts
    there isn’t going to be any change until the gospel permeates the land and people’s eyes are opened and they reject lawlessness and sin
    unfortunately false Gospels predominate in America no truth is being preached from pulpits and people are sinking deeper and deeper into darkness
    yet God is saving his Elect like he saved Abraham and Noah and Lot out of a corrupt world he is saving those whom He has for ordained in Christ Yeshua
    salvation is a work of God from beginning to end natural man walks in the darkness and corruption
    As Jesus Yeshua rose Lazarus from the dead by calling him forth and we have to understand Lazarus could do nothing to raise himself from the tomb in the same way man is spiritually dead and only God can regenerate him and give him faith and make man both to will and to do for God’s good pleasure
    wherever the false gospel is preached the gospel that man saves himself by using Christ wherever that gospel is preached man walks in darkness

      One thing ti keep in mind is that all throughout history satan has been taking control of and corrupting governments and religions. he has blinded the church to what is coming. My goal is to counter it with solid Biblical doctrine. Either a) we really are living in the end days, or b) we are going to see a new revival like the world has never seen.

  5. I read this with tears in my eyes…tears of joy that you, my beloved nephew are so interested in immersing yourself in Biblical truth. Your paternal grandfather would be responding with a loud “Amen” as he, as early as the 60’s, was in a governmental office and saw the corruption of government first hand. That’s when he found the Lord and turned to the Word as infallible truth and guide. We believers are all just a bunch of sinners saved by Christ’s work alone. As you said, where there is man, there is sin nature. And while America is far from perfect and is slipping farther away every day from it’s Biblical roots, it is the best example of liberty and freedom in the world and worth fighting for. As Paul did, we have every right to fight against those whose purpose is to drive us further away from God and His truth. The water is getting muddied for the cause of tolerance and it all sounds so “loving.” We forget in America that God’s ways and guidelines are for our own good, not for our harm. Paul’s God is our God, the same yesterday, today and forever. Some days I pray, “Come quickly Lord Jesus” but it would be awesome to see “a new revival like the world has never seen!” Look forward to reading more.

      I just wish more people my age had the same passion. The only way we will get a revolution of the kind we need is if more people start learning for themselves. It brings to mind Acts 17:11 where it discusses the Berean Jews and how they received the words of Paul.. “These were more noble than those in Thessalonica, in that they received the word with all readiness of mind, and searched the scriptures daily, whether those things were so”. That is what all Christians should be doing. searching the scriptures daily so as to not be deceived by false prophets and false teachings. Pastors and others aren’t always able to be counted on to give us the straight honest Biblical Truth but the Bible itself can. Certain topics aren’t popular in todays Church and I had to start asking why. Also I had to ask myself why are there so many disagreements as to what the Bible actually teaches. I decided to start studying intensely for myself and have come to the conclusion that a lot of the teachings coming from the pulpits aren’t necessarily founded in what the Bible says. A lot of it has become what man says. Also, a lot of the unsound teachings in the Church have come from the enormous amount of different Bible translations. You should watch the documentary I posted under the title “Satan’s attack on the word of God”. Its pretty shocking to see the truth about what most refer to as “inconsequential changes”. Specific doctrines are under attack by newer translations, doctrines that are key to understanding more of the Truth that God has so graciously given to us. My prayer is that my generation will wake up. We can never forget what 1 John 4:1 says.. “Beloved, believe not every spirit, but try the spirits whether they are of God: because many false prophets are gone out into the world”. Our only way to “try the spirits” is to put what they say next to scripture, and see for ourselves how well it aligns.

        As I told you I began reading Scriptures with understanding, at a young age. I also shared with you that my mother presented me with a copy of Strong’s Concordance, in 1982. She knew I was very concerned with Bible truth. She did not agree with me on everything, but she understood that we are to study, and she sought to aide in my endeavor.

        IF only more Christians understood these Biblical principles, and how very important they are. Without truth and knowledge, what are we?
        1 Thessalonians 5:21 Prove all things; hold fast that which is good.

        II TIMOTHY 2:15 “Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth”.
        DIVIDING:
        SC GREEK 3718 “orthotomeo” to make straight, cut, to DISSECT!

        These are the days that require KNOWLEDGE of God and His word, as we find in Hosea 4:6 My people are destroyed for lack of knowledge: because thou hast rejected knowledge, I will also reject thee, that thou shalt be no priest to me: seeing thou hast forgotten the law of thy God, I will also forget thy children”…

        Also Danial 12:4 tells us that in these days, there will be men that do seek after Knowledge, and will find it.

        Yes I am very fortunate to have the support that I do just the same as you were so fortunate to have a the support you did at an early age.

        I love My Strong’s Concordance, everyone who is serious about Biblical studies should have one. I borrowed a friend’s for a while and then my Grandma had a copy that she gave me. Unfortunately most people have sacrificed having access to such a great tool for more modernized, “easier to read and understand” Bibles. Everyone has been told that these changes made to these new Bibles are “inconsequential”, but most don’t even take a second to question whether or not they are harmful to the original words. Just because someone has a publishing house and wants to release a new Bible doesn’t mean that Bible is going to be scripturally sound.

        Pretty much all new Bibles are based on only about 5% of the Greek and Hebrew texts that we have available to us, whereas the King James is based 95% or more. Another thing most don’t know about these newer Bibles is that they are primarily based on Codex Sinaiticus and Codex Vaticanus, one from Egypt and one from the Vatican library. That should immediately raise a red flag for people. First of all, we must ask are these forgeries? Egypt wasn’t exactly known for their Godliness, and the Vatican.. well one simply needs to study the history of the Catholic Church to understand why there is reason for suspicion. There are 16 important verses completely missing from Westcott and Hort Bibles (basically every newer Bible, NIV, NASB, ESV etc.) effecting various important doctrines. But when people DO ask why these 16 verses are completely gone the answer we are given is that “the original translators did not believe these verses should have been in the Bible to begin with”. Supposedly Sinaiticus and Vaticanus are “older and more accurate”. We are told these verses are of “minor significance”. Really? Well lets take a look at just 1 of them and see..

        Acts 8:36-38 KJV
        36 And as they went on their way, they came unto a certain water: and the eunuch said, See, here is water; what doth hinder me to be baptized? 37 And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God. 38 And he commanded the chariot to stand still: and they went down both into the water, both Philip and the eunuch; and he baptized him.

        Acts 8:36-38 NIV
        36 As they traveled along the road, they came to some water and the eunuch said, “Look, here is water. What can stand in the way of my being baptized?” [37] [a] 38 And he gave orders to stop the chariot. Then both Philip and the eunuch went down into the water and Philip baptized him.

        Whats missing? Philip giving the requirement for baptism! Was that verse “of minor significance”? No, its of MAJOR significance. Doctrine effecting significance.

        In the footnotes of the NIV it says this concerning verse 37.. “Some manuscripts include here Philip said, ‘If you believe with all your heart, you may.’ The eunuch answered, ‘I believe that Jesus Christ is the Son of God.’”

        “Some manuscripts”?! It should say the majority of manuscripts. If I had a scale and balance with two identical cups on each side and I filled on up 5% of the way and the other up 95% of the way, which do people think would show having more weight? I’m sticking with my majority text King James Version.

        My questions: Would God allow His TRUE WORD to be hidden for centuries? Would God really allow His people to read the wrong Bible for all of the past 400+ years? Psalm 12:6-7 should be our answer.. “The words of the Lord are pure words: as silver tried in a furnace of earth, purified seven times. Thou shalt keep them, O Lord, thou shalt preserve them from this generation for ever”.

        I whole heartedly agree with you. We must all be searching the scriptures daily just like the Berean Jews in Acts 17:11. Most people believe they can go to Church and put all of their stock in those preaching from the pulpit and believe they are delivering sound scriptural teaching. 2 Timothy 2:15 as you showed is a great verse for all of us to remember. The Bible tells us over and over again to seek God’s truth and understanding. The only way we can do that is if we study. We’ve also been warned that there would always be people tampering with the Word of God so we have to make sure that we study the right things. Do we trust man or the Word?

        I personally think that the model that the Catholic church gave upfront (with having a priest be your intercessor) carried over into todays Church subconsciously. We give Church leaders too much freedom to mold our beliefs instead of molding our beliefs on scripture. At the end of the day there are many reasons for our falling away from true Scriptural study, although, Im so glad to know that there are other like minded people who are trying to wake up the Church like I am!

    Thanks for posting your blogsite earlier in the comment section of another website. My eyeballs are getting tired, and my brain is sputtering, but I plan on returning, and giving my ‘input’, as I prayed that the Lord would lead me to someone, or them to me, where the meaning of the Word, and the times in which we live, can be discussed in a clear and effective forum.

    ‘Everybody’s got their own sack of rocks to carry’, but mine has been getting extra heavy lately. This has allowed me to lighten the load a little already, and I’ll be back. My only studies have been in the KJV, as that was the bible words that I heard from the pulpit as a child so many years ago. I may close my comments with memory based verses (or partial verses)-without the book, ch, and v. listed, and most likely not verbatim, but many I quote to myself when sleep evades me.

    ‘I find then a law that when I would do good, evil is present with me’ Romans?

    1. the KJV is the only uncorrupted version of the Bible IMHO. and yes Romans 7:21 !
      Understanding scripture is the only way I can keep myself sane in this world currently ruled by satan.

      The Word of God is sharper than any two edged sword. With that as my weapon, and the armor of God as my protection, I will ceaselessly proclaim the truth for all who have ears to hear!

I am in complete agreement with what you have written concerning Rom. 13, although I struggle with the ‘rendering tribute….’ (as in paying taxes) because I find it easier to submit the payment (which makes me feel like I’m funding an entity that is serving the interest of pagan gods), than to deal with ramifications of NOT paying them.
        When I posted this yesterday, I had not yet read this, I had read the post titled ‘Revelation’, clicked on this one, and just scrolled down to let you know I had visited your site. I have a great deal of reading to catch up on, but will read everything you have on your site.
        What a wonderful thing to have an aunt like you have, and find myself in agreement with her on the “Come quickly Lord Jesus”. Honestly, I have not been able to listen/read news for quite some time without that silent prayer entering my heart, and sincerely feel we live in the time where a revival is less likely.
        The Heb. passage you mentioned is one of those, which just stuck in my mind in it’s entirety the first time I read it some years back, one that I repeat to myself as I try to find sleep (something I do very little of).

        “Take therefore no thought for the morrow, for the morrow shall take thought for the things of itself. Sufficient unto the day is the evil thereof.” (last v. in Matt. ch. 6)

        P.S.-I have a LOT of questions, but will hold them until after I have caught up on the work you have already done, or pose them if they are pertinent to any post.
